As the United Kingdom seeks to address its productivity challenges, the public sector is increasingly adopting artificial intelligence (AI) tools as part of a broader digital transformation agenda. Various government departments have launched initiatives such as the AI assistant 'Humphrey' and expanded digital upskilling programmes for civil servants, recognising the potential of AI to improve service delivery and operational efficiency. The NHS 10-Year Health Plan notably places AI and technology at the core of its long-term strategy, aiming to integrate AI into most clinical pathways by 2035 to enhance diagnostics, administrative efficiency, and patient care. Yet amidst this rapid deployment, the UK lacks a comprehensive legal framework specifically governing AI, presenting challenges for regulation and ethical governance, which remain crucial to maintaining public trust and ensuring equitable, responsible AI use in high-stakes sectors like healthcare, policing, and social welfare.
Currently, the UK is preparing an AI Act expected by 2026, which will echo elements of the European Union’s AI Act and its accompanying Code of Practice. The EU framework is the most developed globally, emphasising accountability, transparency, and safety in AI systems. However, the development of the EU’s code was met with resistance from some major tech players—Meta notably declined to sign, citing concerns that strict rules could stifle innovation, while Google accepted but cautioned rules had gone too far. Despite this, the EU’s approach is poised to influence global standards significantly, and the UK could leverage these principles to establish a balanced regulatory environment that fosters innovation without compromising ethics. This stands in contrast to the US’s AI Action Plan, which prioritises rapid advancement and innovation over stringent regulatory safeguards. The UK government aims to avoid the pitfalls of either extreme by fostering a middle ground where innovation and ethical responsibility coexist.
While legal frameworks are essential, embedding AI ethics into the public sector workforce is equally vital. The government has acknowledged urgent digital skills gaps within civil services and has introduced upskilling efforts, such as programmes targeting 7,000 Senior Civil Servants and the NHS Digital Academy designed to boost digital and data competencies. Yet a recent survey indicates that only about 21% of senior civil servants feel confident in digital essentials, signifying uneven progress. Additionally, the public sector remains dependent on external contractors for over half of its digital and data spending, which limits institutional digital knowledge. As AI becomes integral to critical services, public servants need not only to use these tools but also to govern their deployment responsibly—spotting errors, managing biases, and upholding transparency and fairness. Developing AI literacy grounded in ethics will position the public sector to effectively implement forthcoming regulations rather than retrofitting compliance under pressure.
The UK government has also articulated guiding principles for AI use within public services, underscoring lawful, ethical, secure, transparent, and human-centred application of AI technologies. These principles form a foundation for responsible AI adoption across government bodies, reinforcing commitments outlined in wider digital transformation plans. Concurrently, the NHS Communications Artificial Intelligence Operating Framework offers guidance for ethical and transparent AI adoption within the health service, promoting trust and inclusion when deploying AI-driven communication and patient engagement tools. Moreover, NHS investments have been earmarked for AI solutions targeting faster diagnosis of conditions such as cancer, strokes, and heart disease, backed by a £21 million allocation to support these innovations.
Complementing these efforts is a government initiative known as AI Growth Labs, which seeks to pilot responsible AI use by creating environments conducive to innovation while reducing bureaucratic hurdles. This blueprint aims to accelerate AI-driven improvements in sectors like healthcare by reducing NHS waiting times and improving patient outcomes. The overarching ambition is to establish a regulatory and operational framework where AI’s benefits can be realised swiftly and safely, cementing the UK’s position as a global leader in both AI adoption speed and trustworthy governance.
Ultimately, the integration of ethical AI within the UK public sector depends on a dual focus: robust but balanced regulation and comprehensive digital and ethical literacy among its workforce. The current "light-touch" regulatory stance provides a strategic opportunity to demonstrate that rapid AI adoption need not come at the expense of responsibility or public trust. By combining accountability-focused principles inspired by the EU with serious investments in skills development, the UK can set a global benchmark for ethical, efficient, and innovative AI deployment in public services.
